Add missing preprocessor directives to fix build breaks on non-Windows platforms when USE_PRECOMPILED_HEADER is not defined.

Implement lwait() on non-Windows platforms.
This was done to enable testing of SLOWDRAW on GNU/Linux.

Use Encode::encode_utf8 instead of utf8::encode, per recommendation of Perl docs.
"use utf8" is only supposed to be used to instruct Perl that the source code is in UTF-8.

Combine translations for the same English procedure in the same row.
This gives a stronger visual cue when the same procedure has multiple translations.

Ignore any COPYDEF within a procedure definition when building translation tables.
This fixes a problem with the Italian tables where "origback" appeared in the tables because a COPYDEF for it was found in procedure definition of SLOWDRAW that was duplicated within the startup-1040.logoscript.

Fix a misspelling ("one "-> "once")

Include updates for the Italian translation submitted by Francesco Simone Carta.

Rebuild the translation tables with make-translation-tables.pl after recent changes.
Most notably:
* removing duplicate translations
* adding a link bar when color name tables appendices exist
* changing the title to start with the language

Remove trailing whitespace

Fix a recent regression that broke the paths to the color files.
