FMSLogo Code

Expand the history of logo to include UCBLogo, MSWLogo, and FMSLogo.

Tag the source code used to create FMSLogo 7.0.0.

Update the bug numbers to match what SourceForge current uses. (During a past SourceForge upgrade, all of the six-digit site-wide ticket numbers were replaced with 1-3 digit project-unique numbers).

Minor tweaks to Boink:
* Make the ball thicker (easier to see)
* Use fonts that are available on Windows XP

Update the release instructions to tag the source code after the release candidate has passed all tests.
This is a lesson learned from the 7.0.0 release, where a release-blocking bug was found after tagging, but too many places already mentioned the 7.0.0 release to change its version.

Remove the "TopOfStack" global variable. This was used by UCBLogo to detect a stack overflow, but it was never used in FMSLogo, and wouldn't help with the stack overflows that it has.

Removing it makes the code simpler.

Add performance benchmars from FMSLogo 7.0.0.

Rewrite TIMETEST.TZ.ENVIRONMENT so that it can be run from an FMSLogo in C:\Program Files\FMSLogo.
The specific problem is that perl cannot know which FMSLogo to invoke and "../fmslogo" might not exist or might exist but not be the FMSLogo under test.

The fix is to do what first-level Perl script did as an FMSLogo program, using DLLCALL to set the "TZ" environment variable. Because Windows always adds the directory containing executable's image to the PATH, FMSLogo can invoke itself by running "fmslogo", whereas perl cannot.

Fix a regression that was introduced when fixing Bug #473; the single input form of KEYBOARDON had stopped returning the ASCII codes for some characters. This broke the Boing game, which uses the "/" and "\" keys.

Remove a tag that corresponds to a botched release.
