Remove the Borland OWL version from the build.
Now that the wxWidgets is the mainline version and is stable, the Borland OWL code only slows down development.

Fix the line endings for all text files so that they the end in CRLF on Windows.
As a result of the CVS to Subversion migration, these files ended up being
checked out on Windows with UNIX line endings.
Addressing this is particularly important for the Logo files that are distributed
to the end user, since the end user should be able to open them in notepad.

Add "logoversion.xml" to the clean target, since it's a generated file.

Remove the "executable" flag from command-dir.xml.
This looks like it was mistakenly added during the cvs to subversion migration,
but it clearly doesn't belong on an XML file.

Convert the EOL to "native" so that the files look correct on Windows.

Change the line ending to "native" so that files can be opened in notepad.

Remove a defunct #ifdef FMSLOGO_OWL. This was defined when compiling the
Borland OWL version of FMSLogo, which has been removed from the build.
Therefore, this #ifdef is no longer used and is safe to remove.

Fix build breaks when compiling with WX_PURE and Unicode characters.
These were isolated to command-line processing, which was recently
exposed to WX_PURE.

Fix a problem where the "clean" target would delete source code on Linux.

Update testfunction.dll's Makefile to use the mingw-w64, instead of the older mingw.org compiler. This is being done to standardize on a single compiler, which will hopefully make building FMSLogo simple enough that other people will try.
