Implement feature #109; Add MINIMIZE, MAXIMIZE, and RESTORE as modern replacements for ICON and UNICON.

This includes updating the localizations to use the new version if ICON and UNICON.

Fix the code for building the translation tables in the manual to generate strict DocBook. A recent regression in cgywin forced me to rework the way the DocBook was validated and, as it turns out, it had never been strict beforehand, so problems with the non-English parts were widespread. Now the manuals don't build if there are problems, so all of them must be fixed.

The problems were mostly dangling linkend (links to undocumented procedures).

Update the translation tables for the 6.35.0 release.

Update the version to 6.35.0 to prepare for a release.

Copy the changes from README to prepare for the 6.35.0 release.

Update the tests which push Halt on the commander window to work on the wxWidgets FMSLogo. Also remove some reundant spaces in error messages from the UIAUTOMATION library.

Rework the description of LABEL, mostly to document that legacy typefaces don't support being rendered at an arbitrary angle.

Update the version of DocBook that is used.
