Fix bug #2593853; an inaccuracy in the documentaton for ISEQ and RSEQ concerning when they output a descending sequence has been fixed.

Bump the version to 6.24.0 in anticipation of the next release.

Clean up the formatting to make the file look nicer.

Update russian startup script to the latest translations by Igor Baglaev.

Update the test pass baseline based on official 6.23.0 test pass.

Update the expected version for 6.23.0.

Add in a translation that was accidently overwritten.

Copy the changes from 6.23.0 into the changelog for the next release.

Bump the version to 6.23.0 for the next formal release.

Add a regression test for bug #2563317, which is that READCHARS 2000000000 would crash because it didn't check the return value of malloc(2000000000).
