Significantly improve the performance of looking for banned words. On my machine, running check-manual went from taking 20 seconds to 3.5 seconds as a result of this change.

Ban the words "functions", "routines", "parameters, "arguments, and "element" from the manual. The word "element" is not actually illegal, but it is often used to mean "item". Banning it just means that I must explicitly approve each usage.
