Fix a typo in spelling of the CHDIR command.

Fix a typo that was reported by Relja Medic.

Move the complete version-by-version history out of FMSLOGO.TXT into CHANGELOG.TXT. This section was becoming so long that it obscured the rest of the release notes. Furthermore, the version-by-version history is not actionable after someone has installed FMSLogo, so there's no sense is copying it to the user's computer.

Bump the version to 6.13.0 to prepare for the next release.

Remove NOTES.TXT. I have never used the information in this file.

I've already made the installer usable by limited users, so there's nothing more for others to do.

Submit the expected test results for FMSLogo 6.12.0.

Add support for all locales in the binary ZIP file.

The colors in the Set Color dialog boxes now follow the order that setting the color by index follows.
