Extras need individual license files and README.TXT

Before the extras module can be released as a separate
package, each individual program within the Extras
directory needs an acceptable license (probably public
domain).
There also needs to be a README.TXT that has a one line
explaination for each file (and possibly the
contributer) and some text that explains that combining
these programs is mere aggregation (to use the text
from the GPL that indicates each program is licensed
separately).

Every "extra" that is in CVS now has a license file. And I
creatd a README.TXT. I did not include any verbage about
"mere aggregation". That should be obvious as these
programs are not part of a coheasive system.
