#6 Implement "Load Situation" menu item

Allow user to load a new situation from within the sim. This involves complete cleanup of the currently loaded .SIT and reinitialization of the newly loaded .SIT. Workaround is that the user must exit Legacy and re-start with the new .SIT; this may be acceptable for the Alpha.
