#9 Focus problem after New desktop with no windows open

Using flwm 1.0, fltk 1.0.9 on FreeBSD 4.2, was also present in older releases (but not well identified).

If you start flwm with no open windows, make a new desktop and start an application on the new desktop then focus seems
to stick in widgets rather than following the mouse around. This can make it impossible to use menus and scrollbars.

This is hard to describe, but easy to experience :)
