#1 "Released" version depends on a snapshot

In Atlas, we use `net.sourceforge.fluxion:fluxion-utils:jar:1.0-beta` which in turn inherits from fluxion-tools v.1.0-alpha-3, which in turn inherits from fluxion 1.0-SNAPSHOT.

Effectively, that means we need to hit repository each time we rebuild a project; additionally, it is possible to change "released" version by changing its "SNAPSHOT" grandparent.

Is it possible to release versions in whole, so that fixed version number would guarantee fixed version number of all dependencies?
