No

I wonder if it could be possible to make apps invulnerable to global keybindings, such that, for example, they couldn't be closed with any keybinding that hasn't been specified in the app's configuration. To explain, I recently inadvertently closed the terminal (XFCE's terminal) that I have on the desktop layer (layer 12) using Alt+F4, when I really intended the signal for another app (PySolFC) that I thought was in focus. If I could protect my terminal with a feature such as this, I could avoid such blunders.

    rtfm ;-)

    This is "supported", try
    Mod1 F4 :If {Matches (Name!=xterm)} {Close}

    This will close anything but xterm on Alt+F4, see http://fluxbox.org/help/man-fluxbox-keys.php for more details on patterns.
