#190 Don't MouseTabFocus unless mouse is held over tab >= X ms

It would be nice to have a variable that could be set
so that MouseTabFocus (if this focus model is set)
doesn't auto raise a tab unless the mouse is held over
the tab for X number of milliseconds.

This is so that If my tabbed window is maximized, and
I'm moving the mouse from somewhere on the screen and
it crosses the tab title bar it doesn't auto raise the
tab unless I hold the mouse on the tab for a X number
of milliseconds.

If you've ever used the Tab Mix Plus extension for
Firefox you may know what I'm talking about. It has
exactly this option except for tabs in firefox.

Yes, I'm lazy and don't even like to click my mouse to
raise windows or tabs :) .

@Mathias, binding this to the global autoraise delay seems resonable?
