FGData Merge Request #103: UFO: include but _disable_ the GPWS+TCAS instruments for debugging (merged)

The GPWS+TCAS instruments are now included in the UFO, to simplify debugging. They are disabled by default though, so nothing changes for a "normal" user. The instruments can now easily be enabled by toggling their respective "serviceable" properties.
