F-15: OWS and Pitch/Roll ratio improvements.

* Added betty style vocal warnings for OWS, Caution and fuel.
* Tuned pitch and roll ratio - and now takes into account CG% MAC.
* Corrected lateral position of external wing tanks.
* Fix weapon selection after load when master arm selected.

* Changed the pilot hiding to be controlled by /sim/model/hide-pilot, /sim/model/hide-backseater,/sim/model/hide-pilots-auto. If the auto is set (default) then the pilot isn't shown when in that pilot's view. The hide-pilot will override this, and will be useful with fgcamera based views.
* Added lighting dialog.
