tu154: the Tu-154 has too much range, ticket #1717
* Engines/nk-8-u.xml: correct the TSFC at cruise power; fixes the ticket.
* tu154b-set.xml: document CoG and weight limits. Reduce cargo capacity to be more realistic.

The measured range is now 2700nmi at MTOW and full fuel, 1600 nmi at
MTOW and max payload, which includes reserves of 2.5 tonnes of fuel,
so pretty much in the ballpark of 2100nmi and 1300 nmi, respectively,
from Wikipedia.
