Lockheed1049h: implement load factor and Vne limits

These limits are dynamic: they depend on whether flaps are extended or retracted,
airspeed and pressure altitude.

* Checklists/before-starting-engines.xml: Make the CG limits identical to those
in Help/help.xml, which were taken from the FAA type certificate document.
* Lockheed1049h-common.xml: bump version number to reflect the latest user-visible
changes to the autopilot and checklists.

Lockheed1049h: Autopilot heading hold with bank dial centered

* Wing leveler switches internally to heading hold at zero bank
* Tuning of altitude hold and localizer tracking
* Bank select dial moves in 1-degree steps

Removal of the now unused Aircraft/UIUC directory.

This removes the following: the old opus.mdl Microsoft Flight Simulator file,
probably for this aircraft https://en.wikipedia.org/wiki/ARV_Super2, which only
the Marchetti S.211 UIUC FDM aircraft pointed to but never used; the
sopwithCamel-v2-nl aircraft which was never developed past copying the
sopwithCamel-v1-n1 UIUC FDM data table files; and the README.uiuc.html file
which is redundant as equivalent text is found in all UIUC aircraft directories.
