CRJ700-family: ensure operation of transponder is correct. Add mode selection from FGDATA dialog and IDENT function from patch. Ensure that servicable is set to true on the encoder (transponder was not working due to this not being set).

MiG-15: added <eye-fixed> to Drop View; required for recent builds of Flightgear.
