FGAddon repository optimisation, elimination of svn:mime-type on all XML files.

This follows from the proposal at
http://thread.gmane.org/gmane.games.flightgear.devel/77365 and the discussions
at http://thread.gmane.org/gmane.games.flightgear.devel/77270.

As the svn:mime-type value of "application/xml" is designed to treat text files
as binary files, now all XML files in the FGAddon repository will now be treated
as text instead. This will minimise the size of the db/revs/* svn back-end
files when changes occur, minimising the strain on the SourceForge
infrastructure.

Move cockpit related files to their own directory, fix some gauges and add a functional fuel gauge and watch
