Citation II:

* enable voltmeter on electric panel
* repair fuel boost pumps switches and their functionality
This is a temporary fix, until a more sophisticated fuel management
system is in place
* make battery switch 3-way, enabling to only power emergency bus
(EMER) or power emergency bus and battery bus (BATT)
