an24b: add a keyboard shortcut to cycle nose wheel steering between OFF, TAKEOFF/LANDING and TAXI.

an24b: micro bug fixes.

* Models/An-24B.xml: animate propellers with engines/engine[*]/rpm instead
of engines/engine[*]/thruster/rpm. The values of the properties are the
same but only engines/engine[*]/rpm is automatically transmitted over mp.
This animates the propellers over mp.
* an24b-set.xml (help): swap the descriptions of F3 and F4 keys to correct
them.

Tecnam P2006: Changing the tachometer.

Dragonfly:
(1) FDM: Reset CD to original implementation. CD was unrealistic high near stall.

an24b: bug fix: recreate fcs/throttle-pos-norm[0..1]

These properties were deleted in r4386 but this causes fgfs 2019.1.1
to crash on startup with the message:

FGPropertyManager::GetNode() No node found for fcs/throttle-pos-norm

Thread 1 "fgfs" received signal SIGSEGV, Segmentation fault.

There may be a better fix for this bug.
