F-16: Avionics update

- Aligned and sized HUD
- Added target display onto the HUD. For this to work properly a more integrated armament system is required, so for now the targets will display as squares, and there is no bindings to select targets. When this is added both the HUD and the VSD should work with target selection.
- Added emission to MFD screens
- Added Emesary integration to AWG9 radar; integrated to HUD and MFD
- Made VSD page use values in notification [1]
- Removed auto activation of XML HUD on view change (now the pilot can choose the Detailed XML HUD when they want it)
- Removed unnecessary (commented out) code from rain.nas

[1] This requires a new version of the MFD_generic.nas from FGData/Nasal/canvas; so for backwards compatibility the method (update) is directly overriden inside our MFD code - this can be removed when 2016.4 is released.
