On the "source code release" section of the "download" page at
http://www.flightgear.org/Downloads/source.shtml
it says "documentation is included in the base package".
That is at best only partially true. A very large portion of the source to
the documentation (including things like getstart.tex) is in a separate
repository and must be downloaded separately. Instructions on how to do
this are not easy to find.
