I've just had the same problem with a fresh install of 1.9.1 on Linux Mandriva.
Solved with some tips on http://wiki.flightgear.org/index.php/Troubleshooting_Problems#.5BEnter.5D_does_not_work_for_rudder_control
It was quite the same problem : the keys numbers in keyboard.xml weren't accurate,
I had to change them, the new ones for me are 40 and 41 instead of 91 and 93.
I attach my keyboard.xml file, it may help you.

And what version of FlightGear.
I haven't come across this problem so it could be a region key mapping issue.

I also experience this bug on gentoo-linux amd64 stable flightgear 1.9.1 running kde4
and modular xorg-server-1.6.3.901-[r2].
Issue affects all planes, but curiously in the pa24-250 [ maps to strobe lights and ]
maps to avionics master.
