*What steps will reproduce the problem?*
1.Start FlightGear on any MP server
2.Fly to within close visual proximity of another aircraft
3.Observe that any aircraft is "surging" or "lagging" forward and back

*What is the expected output? What do you see instead?*
In  FGFS 2.0 this was a rare ocurrence. Now it is present all the time, in all aircraft, on all servers, in any terrain

*Any output in the console (black window)?*
Output seems normal

*What FlightGear version are you using (when using GIT version, please
mention date)?* FGFS 2.4.0

*What operating system and graphics card?*
Windows 7 Home Premium 6 bit/Graphics = NVidia 9800 GTX+  1 Gb RAM

*Please provide any additional information below or as attachment (Avoid
expiring external links, such as to imageshack/pastebin/...).*
I can provide movies of the phenomenon but have refrained from documenting this becuase it shows fGFS in a potentially bad light. I can gather clips and upload to my You Tube temporarily if needed.

That is a bug... in your internet connection :) Jokes aside, that is network lag, and has always been present for me, even in earlier versions such as 1.9.1, 2.0, etc.

When in close proximity to other aircraft you see the effect as describbed. Past few weekends we have had groups of 5 aircraft all in Voice communication with each other and all witnessing the surge effect at exactly the same time between all the aircraft. If was indvidual connections at fault then everyone would see   each aircraft surging ahead/falling back at diffent times, not exactly the same time.

In FG2.0 This could be overcome by changing MP servers and finding a happy one. Since 2.4   all the servers are now equally as bad for it. There appears to be more data over the MP network now and the  Server software needs updating as well.
