#2901 FGElev cannot read *.osgb files in zipped folder structure (WS3.0)

FGElev when using with WS3.0 cannot find the ../vpb/.../..._subtile.osgb information, when they now are (per default) zipped. Manually unzipping the files into the folder structure solves the problem - but is a temp. hack

Finally managed to fix this. See 1436e14371a1c33217d001e2c464cc5950670f64

Note that once you recompile simgear fgelev will ONLY work with zipped WS30 tiles.
