There are some additional shaders that are being enabled with ultra terrain shader setting (both on 2020.3 and 2020.4) and for which orthophotos are not applied. In particular, rock-ALS and cliffs-ALS.
Here's Innsbruck for example:
High setting (terrain-ALS-detailed; would look even better if I have orthos higher res):
Ultra setting (terrain-ALS-ultra + rock-ALS):
And there's also a transition from normal texture to rock in terrain-ALS-ultra.frag:

So, I think it would be good to have an option to apply orthos for shaders like those too. Maybe even keep those rock cracks (they are procedurally generated), but this is questionable.
