#2796 FG endless loop loading at KRIV rwy32

using the latest FG next with the UFO, try loading in at KRIV runway 32...
FG goes into an endless loop waiting on scenery...
looking at the debug log (attached), FG reaches a point of endlessly logging

[DBUG]:terrain    FGStgTerrain::scenery_available - false

and the only way out of the splash screen is to hit ESC and exit the program...
the attached debug log is 63 seconds in length... letting FG run longer doesn't do any good and simply adds more of the same to the log file...

    At fdm_shell.cxx @ 214 , once the variable startUpPositionFinalied is true, the function doInitAndBind() is still not called, presumably because scenery_available is not true when it should be.
    KSTL runway 11 is another example of a runway 'buried under terrain' but, there, fgfs loads OK.

    Should be fixed with WS3 so closing this as we won't be fixing this in WS2.
