#2198 Keyboard Binds Issue

I've never noticed this before now because I don't usually use my desktop, but for some reason the keyboard I'm using has keybind N3 and keybind N13 switched.

When I click enter on the numberpad, it highlights clickable areas and when I click Ctrl-C it moves the rudder.

My desktop is a late 2014 iMac, and the keyboard I am using is a Microsoft Wireless keyboard 800.

I also tried using Ctrl-C on my laptop, and according to the Property Viewer, it is being registered as keyind N13 as well.

My laptop is a 2018 MacBook Pro.
