#1916 Overdone turbulence in Release versions

[HHS]

Place an aircraft with JSBSim fdm (light or heavy) on an airport. Start the engines, and change the weather (Default or Advanced) to "Stormy Weather"

With the unstable dev-versions, there is no or not much turbulence.
With official, stable Release (2016.4.1) there is so much turbulence that even heavier aircraft (747-400/-200) hardly flyable.

I kept all weather values at their default settings

Tested with 2016.4.1 versus 2016.4.0
Aircraft used: 747-400, c172p, c182s, do328-110(from my own repo on github)

Windows 8.1. 64bit, Nvidea GTX Geforce 640M LE, Intel Core i5-3230M with 4GB RAM.

Expired. As for the reported issue there is no difference between nightly / 2020.2 / 2018.3.5 on my system.
