#11 Upload Bandwidth Limit disables ALL exports, not only Flickr

When you reach the upload bandwidth limit at
flickr.com, the plugin will close the export window.
This means you cannot export to file, HTML or .Mac
either until next month! Instead of closing the dialog
box, it should only disable Flickr uploading but allow
the user to switch to the other export panes. Currently
you have to uninstall Flickr Export to get back the
other export functions.

I really won't be using Flickr so it's no big deal for
me, but I imagine this will be a pain for other users.
