Preliminary commit of a module for simple string operations

Add a check for the Fortran 2018 feature that elemental functions are allowed to be recursive.

Add two experiments - lambda expressions and the prototypes pattern

Add a check for the availability of reduction routines for coarrays.

Add a new check to the collection - checking that with coarrays files are opened independently

Update of a few checking programs

Add check for C_PTRDIFF_T - defined by Fortran 2008

Add makefile for the test programs in filedir.

Note: the modules in filedir and platform require modernisation to make use of standard facilities as much as possible. Fortran 2003 gives enough possibilities for this.

Add and edit some further makefiles.

Still to be tested: that it all works on the various platforms. Some tests fail - to be checked.

Note also that the routines in the platform library are partially obsoleted by the Fortran 2003/2008 standard.

Add PREPROCESS macro to the makefile

Add a short README file - the make directory presents strange problems at the moment
