flibs - a collection of Fortran modules SVN

Add a large set of checking programs - many inspired by the overview of
Fortran 2008 features written by John Reid. Also fix a small issue for the
build program (warn about non-existing source files and better handling
of empty lines)

Another batch of checking programs. Also extended the buildscript program
to make it possible to pass compile options (with corresponding changes in
the auxiliary script files)

Add program to check for "decimal commas"
