More (simple) checking programs

Another batch of checking programs. Also extended the buildscript program
to make it possible to pass compile options (with corresponding changes in
the auxiliary script files)

Add program to check for "decimal commas"

Add two new modules: translation and keyvars

Correct a serious mistake in the comparsion of real 1D and 2D arrays: ANY should have been ALL. The consequence of this mistake was that arrays would be flagged comparable as long as at least one element corresponded.

Update the Makefile and the test program, so that this works under Intel Fortrantoo

dd the new FCRE modules for matching strings with regular expressions
