I installed Solaris 11.3 using the OVA file that Oracle provide for VirtualBox, then:
sudo pkg install gcc
... and run gmake from the extracted tar file I sent a link to earlier.  No CFLAGS needed.

I don't have your makefile.

Just run cc -V and echo $CFLAGS.
