#146 Build compatibility library conditionally upon need for it

Currently, flex's build system builds the libcompat compatibility library unconditionally. Among other htings, this means we have a dummy file so that if the library is not needed, the library can be built.

Now that flex uses libtool, let's make the build of libcompat conditional upon the need for the various functions in the library.

    This is not possible, according to the automake / autoconf manuals. At least you'd have to do all kinds of magic to pay attention to the needed files and then you'd have to do stuff to account for the optional link time options.
        The manuals recommend providing functions in addition to the libobj'd ones so that there is -something-  in the library.
