#144 Ability to not allow user registration

I'll try to make a system constant to represent
whether a configuration should allow user
registration or not. I'll then make the behavior of
the public site including the job apply action
reflect the fact that users cannot register
themselves. No promise on delivery date, but I will
track this as a defect.
