#29 Change location of <File> <Comment> in Schema(XML)

This is a very minor point, so feel free to ignore. When I add a File-level comment via the GUI, that <comment> is inserted in the XML just above the tag. I feel the XML would be easier to read if the <comment> was inserted at the top i.e. just below the <file> tag. (Currently, when a file has many fields, I have to scroll down to read the file-level comment.)</file></comment></comment>

Interestingly, Field-level comment are nicely inserted at the top i.e. just below the appropriate <column> tag.</column>
