#162 github README is wrong/incomplete

Two issues:

1. Under 'Building in a GNU environment'; ./configure && make && make check && make install

2. How to get libogg?

3. from pwd = flac, I run ./configure - but there is no configure script!?

4. README says, "To build FLAC with support for Ogg FLAC you must have built and installed
   libogg according to the specific instructions below. " - but I find no instructions below!
