I'm running Debian, and have installed the flac and
xmms-flac packages.
I encoded some files with "flac -V --ogg", but when I
tried to play them with xmms, it stopped at 0:00 for a
second or so, and then stopped.
xmms will play ordinary FLAC files as long as they have
the .flac extension, but it doesn't seem to understand
these.

My humble suggestion: _please_ make xmms plugin able to play
ogg/flac files!
I've already encoded all my free music in this format but
currently only can play them with custom shell script...

play FLAC encoded ogg files in xmms.
Anything in the works for fixing this?
