#460 Install troubleshooting on flac 1.3.2-win

Hi
I'm no developper, as you will see.
I downloaded the flac 1.3.2-win folder from the sf page (http://flac.sourceforge.net/download.html) Unzipped it...then couldn't really figure which file I had to try and execute, or what I had to do. As I have win10 64bits as an os, I went to the corresponding subfolder, and clicked on the flac.exe. It made a windows appear very briefly then it went, and no installation was lanched. Trying to execute the "meta flac" file gave the same result...
Call me superdummy as much as you will, but I don't know what I should do...

Also, apologies about my English, which is not my mother tongue.
