Null subscripts on local variables

I noticed that GT.M allows subscripts on local variables as default.
Is there a way to prevent it such as in Globals? without having to run the VIEW "NOLVNULLSUBS" command.
I saw a previous post and there was a change request with tracking ID: D9D10-002376. Where can I look at this ID?

GT.M's default is to not permit null subscripts, for either globals or locals.  You have to explicitly enable them.

Tracking ids for changes that have been released are in the release notes.  Those for changes that have not been released are internal to the GT.M developers.

I don't have access to the tracking system right now, but what exactly are you looking for?

Apparently we altered the default somehow, and now null subscripts are permitted. Where do we change it back to the default?

I searched for this issue in the Bugs tracker and found a previous post by Mr. Descamps in 21/10/2003. There's an answer by Mr. Narayanan stating a tracking ID. How can I look at that ID ?
