#283 Cleanup step not following rules

According to the Comp rules, effects that end at end of turn do not occur at the end of the cleanup step. Instead, the cleanup step does three things:

1. Active player discards to 7.
2. All damage is removed, all "until end of turn" and "this turn" effects end.
3. SBEs are checked. If SBEs do anything or a trigger is waiting, then players recieve priority. At the end, another cleanup step happens. Otherwise, the turn ends.

Currently, "until end of turn" effects end at the end of the cleanup step.
