#71 Toolbar preference fails when no window is open

If you open the preferences window and close all other windows, the toolbar toggle preference is useless. This is because we need a browser window in order to get and set the state of the toolbar.
This is really minor because it is really hard to trigger, has very little impact, and there's an easy workaround.
