With what version are you having that problem, i think that the latest 
installer for 1.1 will ship with the correct version of the gacutil.exe.

You can create an installer by yourself ;) it's easy, you only need nant 
and the gosth installer (i will commit the install scripts for the 1.6 
in the CVS soon).
