Huummm for me the best way is to install Firebird as a service with 
manual startup and
start/stop it using ServiceController class ( i have not tested it but 
probably will work ).

But if as you said you don't want to install it as a service, for me the 
best will be using the
firebird guard, but i don't know what is the option to stop it :) or for 
hide the icon in the taskbar,
try to ask it in the firebird support or firebird devel lists.
