[Firebird-net-provider] Implicit transaction control for SELECT statements

Hello:


As a result of a discussion in the firebird-devel list i have finally 
decided to add implicit transaction control for SELECT commands, 
preliminary version is committed into CVS, for brach of 1.1 version 
sources only, i'm going to try to make some testing and add NUnit tests 
today.
