   decodeTimeTz is used for ISC_TIME_TZ type and decodeTimeTzEx is used for 
ISC_TIME_TZ_EX type (SQL_TIME_TZ and SQL_TIME_TZ_EX values in sqltype of 
SQLVAR/IMessageMetadata).
