It's not built in and also not among the custom highlighter files on the download page (http://www.fixedsys.com/context/download.html) ConText will use the XML highlighter if the file extension is .xml, or if you select that highlighter from the drop-down list. This works fine, but of course ConText cannot check if your text is valid DocBook. For that, you need a DocBook-aware XML editor like XXE Standard Edition (free at http://www.xmlmind.com/xmleditor/download.shtml) As for a template... you mean, to start a fresh DocBook document?
