Yes, but under what license?

It would be quite a lot less effort. The reason I suggested Posgres,
however, is that it's SQL is more standard than most. Certainly much more
standard than MySQL, which is the only other obvious place to start.

I'd like to read it, and make comments and suggestions, but I can't see
where I can view an HTML version. It looks like I'd have to build it from
DocBook, and I have no idea how to do that. (I could learn, though)
